These groups include but are not limited to disabled, elderly, children, refugees, pensioner, women, prisoners and former prisoners.     For the development of English-Armenian and Armenian-English machine translation. System should work in a real time mode and be freely accessible in the Internet under HTTP protocol within not less than 5 years from the date of the end of the grant period. Translation process should include the syntactic and morphological analysis of the initial text. The system should provide a possibility to connect specialized thematic and user dictionaries created both by the developer, and users. There should be an option to translate formatted texts, including Microsoft Word, RTF and HTML documents of web pages from English on the Armenian language and back with preservation of source formatting. The developed software must be an open source product according to Open Source Definition (OSD v.1.9 http://opensource.org/docs/def_print.php), and distributed under the terms of the General Public License version 1.9 (GPL v.1.9 http://www.opensource.org/licenses/gpl-license.php). The funding of the project will be divided in six two-month periods; after each period the funding will continue only upon formal approval of product testing by the expert committee selected by the OSIAF Armenia and the Eurasia Foundation. In case of negative testing results the porject funding will be suspended. By the end of funding the full documentation of the developer, including the detailed block diagram and machine codes of all components of system, should be placed on the server and be freely accessible to the organizations wishing to continue or build on the project independently. The Eurasia Foundation has decided to grant State Engineering University of Armenia $35,000 (thirty five thousand US Dollars) for the above mentioned period and purpose

    For development, extension and strengthening the regional activities of the organization. The grant is not a single project grant; it is aimed at promoting organization’s regional role as facilitator of artistic and cultural exchange, as a stakeholder and as a knowledge-transmitter in the field of arts and culture. The followings activities will be carried out within this grant: at least 3 practicing contemporary art curators and/or critics, one from each South Caucasian country will visit each of the 3 capitals together to conduct seminars on issues, problems and ideas concerning organization and presentation of avant-garde art of their respective countries with the aim to stimulate interaction, exchange of ideas, and debate between specialists and artists of the region. They will also conduct studio visits for selection of artworks for a three-way group exhibition of avant-garde artists to be held in Yerevan, Tbilisi and Baku within the frames of the grant. A post-exhibition catalogue with circulation of 500 copies, containing the presentations, conclusions of the seminars and outcomes of the exhibitions will be published. A joint exhibition of avant-garde art from Armenia, Greece and Iran on the theme of “Encounter of Contemporary Artists of Ancient Civilizations” is to be organized in Yerevan, Tehran and Athens. During the period of this grant booklets, bulletins and other publications containing information about organization and the Regional Development Grant will be published and distributed with fund-raising purposes
