    For filling the gap of lack of objective and unbiased information in Armenia via continuing support an alternative information resource www.e-channel.am. The site will serve as a virtual information/news resource, which would give free access to all election-related information. It will strive to gradually become a full-fledged mass media means and will translate into an online publication aimed at providing the reader with information, news and political analysis in an objective manner and generate discussion, exchange of opinion on the site through the interactive tools of the website. It will also aim at involving the civil society and giving it not only an opportunity to access balanced coverage and analysis of events, but also to participate in discussions and express their opinions. The categories of the site will include news, media digest, regions, interviews, legislation, sociological surveys, monitoring, elections calendar, information about political parties and candidates, as well as an interactive part – blogs and forums, students, on-line voting, TV and radio, photo and video materials, links. The TV advertisement will be prepared and broadcasted through TV stations in Yerevan and regions and Armenian TV stations in Diaspora (Los-Angeles). The advertisement of the website will be published in newspapers “Aravot”, “Efir”. The project funded for a six months and the implementer organization should submit report on fundraising activities in three months implementation

    For enhancement of democratic processes, strengthening the role of the Parliament and media in the political processes in Armenia through the following actions: to provide an arena for open political debate channeling different views and opinions; to ensure nationwide broadcast of the produced TV programs using already established partnerships with Yerkir-Media TV Company and “Hamaspyur” network of regional TV companies; to establish a tradition of Government accountability on reforms, specifically in the pre-election period, especially as regards progress towards fulfilling the ENP Action Plan and MCA implementation. A series of 14 political shows will be organized during the period of October 2007 – January 2008, with the frequency of 1 broadcast per week, starting from the second half of October and concluding with the start of official pre-election campaign of RA Presidential elections 2008. The programs should be broadcasted prime-time, between 20:00 –23:30; the programs should be broadcasted without modifications, completely; no part of the programs will be used by recipient TV companies without the written permission of the project management staff. A special analytic/consultative group, consisting of experts of the relevant fields (human rights, corruption, media, and ecology) along with the journalists, media and political experts will meet before each show and analyze the topic for the upcoming show, and present the discussion facilitator and experts with comprehensive analysis of the issue, which will enable them to be more prepared. The TV programs will have the following format: a permanent program host will facilitate the overall discussion. One to three members of Parliamentary committees or government officials will be invited to the show. There will be two sections to each TV program: an in depth discussion of a topic selected in advance and presentation of a current event of the week

The final report with the monitoring results will be published and will include both the results of the monitoring during the official campaign carried out by TEAM and the results of the official campaign period conducted by the Yerevan Press Club

    For the following purposes: to support the Public Monitoring Group, which will regularly monitor the situation in penitentiary institutions of Armenia related to human rights protection and to present the situation to the large public. During the project implementation the planned visits will be conducted twice to each institution. The Board will: conduct monitoring of the health care services provided in compulsory detention institutions of Armenia for reducing risks related to public health and promoting the health and well-being of those in custody by providing professional care based on internationally recommended standards for prison health, revealing the problems that effect the health situation of the convicts, particularly with the focus on the following risk diseases: HIV infection, TB, drug abuse and addiction, mental health disorders; raise awareness of inmates and prison staff on internationally recommended standards for prison health; make recommendations to penal-correctional institutions, Ministry of Justice and Ministry of Health.; as well as will raise public debate on the revealed observations to improve the situation in penal-correctional institutions; provide required (twice a year to each institution) and urgent visits (based on emergency call) to ensure that services are provided for everyone needing treatment, care and prevention in prison. The training will be conducted related how to monitor health issues in prisons with participation of expert from European organization. The monitoring report will be published in Armenian and English and will be distributed through all interested governmental, non-governmental and international organizations. The large discussion on report will be organized in the framework of the project through round table and TV programs in cooperation with “Partnership for Open Society” initiative

    For development and expansion of the free legal aid services provided within the organization to vulnerable groups of population in Yerevan and in three marzes of Armenia, to organize three professional trainings for lawyers both in Yerevan and in marzes, to implement regular monitoring and present two reports and to carry out bimonthly analysis of the applied cases during the project. The beneficiary groups include but are not limited to disabled, ethnic minorities, conscripts, inmates, elderly, children and women. The services include both consulting and representation in the court. In the framework of this project the organization will improve the draft law "On Free Legal Aid” based on consultation with Advocates' Chamber and other professional and human rights organizations and will advocate for adoption and implementation of the law through European Neighborhood Policy. Two trainings in Yerevan and two in each of the selected marzes for NGOs on cooperation with free legal aid offices will be conducted during the project implementation
